We write to you in the hope as our provinces department for such matters you will consider our situation and advise us accordingly so we may achieve our goals in the most effective way.
We value your advice and wish this to be the beginning of a relationship between Millpledge and the Department where Millpledge can seek the views and future intentions of the department regarding any future regulatory changes so we may enjoy being as we are in the UK a company respected by our authorising bodies regarding Leisure (Pet) Animal products and welfare.
Millpledge Healthcare Products Suzhou Ltd. wish to manufactured in China the popular Millpledge UK’s Nutraceutical Veterinary Products and to sell these products through VSP to the Pet Animal Veterinarian in China and also to export these products to the other Subsidiaries of Millpledge Group who already receive these products made either in the UK or the USA.
Millpledge Limited is based in Clarborough England.
Millpledge is a leading Veterinary Healthcare Product supplier and over the last 25 years has become a respected market leader in the UK and European Veterinary Markets specialising in supplying its products to Veterinary practitioners who service mainly the Pet, Small and Leisure Animal Markets, somewhat avoiding the Food Chain Animal Markets.
Millpledge’ s product range is heavily branded and extensive, covering all types of veterinary healthcare products including nutraceutical products and a small number of Veterinary Pharmaceuticals Licensed for use only in the UK.
It has marketing and distribution warehouse locations in Gainsborough, England, Wingene, Belgium and will open a new centre in Fayette, Missouri USA on September 1st 2008.
Early in 2004 it began having some of its components made in China and continued to Brand and finish them in the UK factory. This has reached 40% and a management decision has been taken to open a factory and distribution hub here in Suzhou to produce 100 % of its product range. On the 1st October 2008 Millpledge’s Chinese subsidiary will open its Xuguan Facility here in Suzhou. This facility will include, adhesive and non-adhesive bandage weaving and manufacture, nutraceutical liquid bottling facility and product packaging, re-packaging of some 80 product lines with facilities to cope with languages and the vagaries of legislation on labelling within the various countries Millpledge currently promotes and sells its products.
Millpledge has no intention of either manufacturing (or having manufactured for it by contract manufacturers) any medicinal pharmaceuticals in the foreseeable future.
It is Millpledge’s intention to “Roll out” the company and its product range into all countries where the popularity of the keeping pet animals particularly Dogs and Cats is expanding.
The Xuguan facility will have the decorators in constructing the facilities in July so it is now time for us to address the legalities of making and selling Nutraceutical products in China for sale both for Export and local sales to its associated Chinese Trading and Distribution Company VSP.
We have a list of products that are currently promoted and sold by Millpledge without any need to license them in the UK, Europe or USA. They are qualified by the US - FDA and UK - VMD as the active ingredients and what we say about them in our promotional material mean that the products stay outside of the Medicines Regulation. Prime example we do not use the word “Dose” or “Dosage” as this in UK infers it is a Medicine, although in US this is acceptable wording.
The facility we will initially need is very small (81sm) and our volume demand relative to most situations in China is also very small, but it is good business for us internationally and it will grow as our markets grows.
We shall model our facility on an existing American facility that has produced nutraceuticals for over 25 years. We are currently translating this manufacturing unit’s SOP into Chinese and this should be available in a few weeks.
Millpledge UK obviously has full Quality Certification and CE marking, although as you are aware Veterinary products should not carry the CE mark unless they are also sold into the human healthcare market. The Xuguan Factory will be operated as a mirror image of the existing UK Gainsborough Facility and will adopt the SOP of the Gainsborough facility in all aspects.
Millpledge uses SGS as there Quality Assurance Partner and SGS China will be engaged here in China to certify and regularly inspect the new Xuguan Factory facility.
We require the new facility to manufacture from basis materials 6 gel and liquids whose active ingredients and components are listed in the attached file.
We also wish to locate manufacturing chemists to provide us with finished bulk product as we do in the UK, complete with analysis certificates for us to then store in bulk and bottle as demand requires. We seek guidance on this method of sourcing as to how our products should be certified and what certificates the supplier of the bulk formulation should provide us.
We attach those formulations for your inspection.
From the above you can appreciate that we would ideally like to engage on an as needed basis and project by project basis, a consultant that understands our business aims and strategy, that has full knowledge of the industry in China and access to the necessary authorities that may or may not be involved in our activities regarding Nutraceutical Product Manufacturing for Export and Internal Sales.
This consultant would work with Derek Carthew our Consultant Pharmacist and our North American Consultant regarding the manufacture of the gels and with myself who will convert words into physical actions.
If the Department can help us in these matters by either providing advice and recommendations and working with us to achieve our goals of if this is beyond its remit then if it could introduce us to a third party to act as a consultant to us or those or organisation that the Department feels would be more useful to us in speedily advising us and fulfilling our present requirements, we shall be please to you’re your suggestions and a brief outline of what we need to do and the time it will take before we can achieve production either making or simply bottling from bulk which probably could be the quickest.

如果贵公司不满意这样的送货服务,下次我会更换服务更好的快递公司.

As regards to the questions you put forward, we had asked and inquired the express company in charge of the shipment, the main reasons are as follows:
1: The commercial invoices attached with the shipment shall be triplicate, but there is a copy of commercial invoices available due to mistakes of operator for the express company. The quantity of commercial invoices isn’t enough during the transition of shipment in Hong Kong, Hong Kong agent didn’t inform us to serve as agent ourselves or provide commercial invoices
2: For the difference between declared amount and actual amount, cause the duty can be exempted if the amount declare is tiny or slight, while the shipment can go trough customs smoothly. Please kindly advise if it is necessary to pay duty this time. The duty declared previously are :XX.
I want know that customs declaration of previous shipments will be in the charge of your company, or the express company deliver the goods to your office directly, former batches of goods are sent by the express company as well.
If you are not satisfied with the service provide by the express, I will replace it with a better and excellent company.
The purpose that we send a copy of commercial invoice to the customs is to conduct customs clearance smoothly and have the duty and duty exempted, the value declared for customs isn’t actual value of the goods, for the customs declaration we operated previously went well, and there is no unexpected situation, hence the customs declaration to be acted this time can be operated like what we have done before.
