8.2保证进度(工期)的措施
8.2 Measures to Ensure Construction Process
8.2.1做好施工前的准备工作,开工前组织施工人员学习有关技术文件,熟悉图纸和施工规范,进行施工前的技术培训。
8.2.1 Preparation shall be well-made before construction. All constructors shall learn relevant technical documents, get familiar with construction drawings and regulations or standards, and receive technical training.
8.2.2根据施工组织设计的要求,编制措施得力的施工方案和技术措施,为工程的顺利开展提供指导依据。
8.2.2 According to the requirements of construction organizational design, effective construction plan and technical measures shall be made so as to ensure the successful operation of the project.
8.2.3施工过各中应严格按照施工组织设计的施工安排和进度要求进行,保证各个分项得到统一协调,同时,根据现场的实际情况及时作出调整,始终保持施工的连续性和节奏性。
8.2.3 The whole construction shall be operated strictly under the requirements of construction arrangement and schedule of construction organizational design so that each part will be well coordinated. Meanwhile, suitable adjustment is necessary based on the actual situation of the site to guarantee the consistency and steady pace of the construction.
8.2.4 项目部班子应在安装总进度计划的指导下,由项目副经理编制有施工作业计划,由各专业施工人员向施工班组作月计划交底,使班组人员明确工作目标。
8.2.4 All team members of the project department shall follow the guidance of the general installation schedule, that is, deputy project manager shall work out schedule for construction, other professional constructors shall make monthly plan to supervise the process so that every team member knows clearly his working target.
8.2.5项目经理按时组织现场进度分析会,协调好安装及各专业工程的进度工作,平衡工程进度、设备材料进场等问题。
8.2.5 The project manager shall organize on-site process analysis meetings on time, coordinate the process of installation with other professional projects, and balance issues as ensuring construction process and bringing equipments and materials to the site.
8.2.6采用机械化施工和工业化施工,提高安装施工效,快施工进度。同时,尽量使用机械在几个项目上进行流水施工,以减少机械装、拆、运有时间,提高其生产效率。
8.2.6 The construction is mechanized and industrialized, thus its installation efficiency is improved and construction process is accelerated. At the same time, try to use the same machine on several projects consecutively to avoid repeatedly installing and removing the machine which surly save the time and improve the efficiency.
8.3 保证进度(工期)的主要管理措施

8.3.1物资落实
8.3.1 Arranging goods and materials
开工前,组织专业人员编制各类物资和半成品计划,专人负责落实供应工作,做到材料、半成品按质适时适量供应,杜绝由于物资供应而影响施工进度现象发生。
Before constructing, plan for various goods and semi-finished products shall be made by professional workers. There must be a specially-assigned person in charge of timely supplying of the above-mentioned goods and materials with good quality and appropriate quantity to avoid construction process being influenced.
8.3.2劳动力落实
8.3.2 Arranging labors
安排技术素质好,有类似工程施工经验的工人、管理人员投入施工,在专业工种和劳动力需要量等方面,满足现场施工需要。
Skillful constructors and managers with construction experience shall be arranged. The type and number of the labors shall meet the need of on-site construction.
8.3.3机械落实
8.3.3 Arranging machines
(1)公司优先安排该工程需要的一切施工机械,力求提高施工机械化水平,减轻劳动强度,加快施工进度,详见《主要施工机具一览表》。
(1) The company shall arrange all the machines needed in the construction in advance, to improve the level of mechanization, reduce the burden of workers and accelerate the construction process. Details please find Main Construction Machines and Tools List.
(2)现场设立冷作加工车间,使厂房钢结构、风烟管道非标加工实现工厂化预制作业。
(2) Cold work processing workshop shall be set up on site. Industrialized prefabrication shall be conducted by applying steel structure in the workshop and non-standard processing of air and gas pipeline.
8.3.4措施落实:
8.3.4 Arranging measures:
(1)本工程投标施工进度计划安排XXX个日历天。为确保按期完成本工程,在保证质量、安全的前提下,认真落实加快工程进度的具体措施,推行“三定一奖”的承包办法。
(1) In our bidding document, the time or schedule listed for the project is XXX days. To complete the project on time with quality guaranteed and security ensured, specific measures to accelerate the construction process shall be carefully implemented and “three prorations and one praise” contracting method shall be adopted.
(2)在施工过程中,项目经理协调指挥、组织、检查,防止返工而影响工期,同时,项目部按日安排具体施工进度计划,做到以日保旬,以旬保月,确保总工期按计划完成。管理人员坚持每天下班前一小时开现场生产碰头会,小结当天工作情况和存在的问题,布置第二天的工作,及时解决施工过程中的矛盾,凡受客观因素影响工程进度时,必须采取有力措施,及时补回来,保证网络计划的实现。
(2) During the process, project manager shall coordinate, organize, and check the construction continually to avoid reworking. Meanwhile, the project department shall arrange the daily schedule for construction so that schedule for ten days is ensured which will again ensure the conducting of monthly plan, and then the whole project will be finished as planned. Other management staff shall organize a meeting an hour before getting off work everyday, to summarize daily work, find out existing problems, and arrange the task the next day as well as solving problems arising from the construction process. In case the construction process is affected by any objective factors, strong and effective measures shall be taken to finish the work delayed in time and to guarantee realization of network plan.
8.4具体措施

本工程在机械使用、人员安排、材料准备和管理、雨季施工等方面,采取有效保证进度措施,具体如下:
In the aspects of machine use, personnel arrangement, materials preparation and construction in rainy season, effective measures have been taken to ensure construction process. Details are as follows:
8.4.1材料管理措施:
8.4.1 Materials management measures:
合同签订后立即组织施工人员进行图纸会审后,按材料需用提出计划给建设单位采购材料,建议钢材选用质量比较稳定的大厂家产品,并且做好质量检验手续。
Organize operating staff to review drawings upon signing contract, offer materials-needing-plan to building company to purchase. Steel shall be purchased from well-known big manufacturer with quality inspected carefully.
8.4.2劳动力管理措施:
8.4.2 Labors management measures:
(1)本工程按施工进度计划和现场实际进度,控制劳动力进退场工作,详见劳动计划表。
(1) Control labors coming in and out of the construction site according to construction schedule and actual process on-site. Details please Labor Schedule List.
(2)现场工人安排连续作业,合理安排工序搭接。
(2) Arrange workers to operate continuously on site and coordinate proper operating procedures.
(3)加强工人生产和安全意识教育,通过宣传,贯彻本工程的重要性,提出:保质量、抢时间,出效益的生产目标,组织工人队组之间进行劳动竞赛。
(3) Strengthen the sense of production and security of workers, get them to know the importance of the project by publicizing, present clear production target as ensuring quality, saving time and improving efficiency, and organize competition between workers or working teams.
8.4.3机械管理措施:

(1)最大限度地采用机械化施工,全面提高施工机械化水平,满足施工作业需要。
(1) Widely apply machines in the construction, and improve level of mechanization comprehensively to meet the needs of construction operation.
(2)做好现场设备维修、保养,确保机械完好率和正常运转。
(2) Repair and maintain the on-site equipments regularly to make sure the machines are in good condition and function well.
8.4.4技术管理措施:

(1)对网络进度计划实行动态控制:公司控制总计划,并根据计划月末进行进度实施情况检查,对未完成的进行分析,找出原因并协同项目组采取补救办法,抢回工期。项目部根据总进度计划制定月、周进度计划,并由工长将周进度计划细化到每天,明确每天完成的工作内容,对未完的进行分析,并采取补救措施。以周保月,以月保总计划,使施工进度处于控制之内。
(1) Dynamically control the network process schedule: the company control the overall schedule and supervise the actual implementation of the construction at the end of every month based on the overall schedule. Besides, it shall also analyze the reasons for unfinished task and work out solution together with other team members to offset the work delayed. The project department shall make monthly and weekly plan based on overall schedule, while the chief team leader shall detail the weekly plan to everyday work, specify daily task for workers. Once the daily task is unfinished as planned, he shall analyze reasons and take measures to remedy. By implementing strictly the weekly plan to ensure monthly plan which again will guarantee the overall plan, the whole construction process then can be under control.
(2)加强与建设单位、监理和设计单位等部门的配合与联系,以保证工作的顺利
