2009年11月30日，青山湖科技城，一个集研发、转化、产业化和服务四大功能于一体的高层次创新平台，在美丽的青山湖畔破土奠基。从此，这里将成为高端要素的集聚区、高端创新的辐射源、高端产业的策源地！
青山湖科技城规划总面积115平方公里，四大功能区科学布局。其中，研发区5平方公里，是科研机构和高层次人才的集聚区，着力打造集研发、孵化、风险投资和产权交易为一体的科技创新中心。园区坚持高起点规划，区内主干道路交通便捷，强弱电全部入地，大面积绿化，低碳环保、无线宽带网络、物联网、云计算、“三网融合”等技术以及智能电网全面引入，着力打造宜业环境、智慧之城。国内外知名科研机构纷至沓来，目前，香港大学、中国科学院、浙江大学、西安交通大学等数十家大院名所和高校相继加盟。
产业化区40平方公里，是科研成果转化和产业化基地，重点培育发展高端装备制造、新材料、新能源和新一代信息技术等战略性新兴产业，着力打造高新技术产业化基地。目前，已入驻企业100余家，其中省级高新技术企业26家，上市企业6家，建成2个院士工作站和5个博士后工作站，省级以上企业研发、技术中心21个。

生态休闲区45平方公里，围绕青山湖适度开发生态休闲旅游，满足人们工作之余向往自然的需求。
作为我省实施“两创”总战略，建设“两富”现代化浙江的重大平台，科技城建设已纳入省级重大战略。省、杭州市和临安市分别出台扶持政策，每年科研专项资金各安排1亿元，重点用于鼓励大院名所创建研发机构和科技企业，对入驻的研发机构和科技企业符合条件的项目，单项资助资金最高可达3000万元；引进国际一流创新领军人才、创新团队，给予总额不低于1000万元的支持；引进国内一流创新领军人才、创新团队，给予总额不低于500万元的支持；高层次人才创业项目经评审为一类项目，在项目注册落地后，给予最高600万元的创业启动资金资助。同时，科技城管委会将为入驻科研机构和科研人员提供一对一贴身“保姆式”服务。

A city, surrounded by green hills, is surely profound and glamorous; a city, with clear and winding rivers, is bound to be delicately beautiful.
Here is such a city, the Qingshan Lake Science & Technology City. Situated east of Lin’an district in the west suburb of Hangzhou Municipality, Qingshan Lake Science & Technology City is endowed with picturesque scenery and now is turning these natural features into driving forces for development. Equipped with science and technology, we are ready to rise as a city of innovation.
We have beautiful natural environment here. Embraced by undulating mountains, the Science City is adjacent to the 10-square-kilometer Qingshan Lake. Several branches of the Tiaoxi River also run through the Science City separating it from the hustle and bustle of the downtown area. Just like the tranquil yet inspirational water, here is the source of innovation. We have a complete and convenient transportation system here. Metro, light rail, intercity express, and various means of transportation connect the Science City to surrounding areas. It’s only 15 minutes’ drive to the downtown Hangzhou and West Lake. You can also drive to Xiaoshan International Airport in 50 minutes. We have a rich cultural heritage here. Harmony, inclusiveness and innovation have been our long cherished spirits ever since the Spring and Autumn Period (B.C. 770-B.C. 476). Now we are home to many top research institutions both at home and abroad, with universities such as Zhejiang University nearby. We have full-fledged supporting facilities here. Luxury hotel, town houses, business exhibition centers, hospitals, schools and other recreational facilities all make here an ideal place to live. We have well-developed industries here. The construction work of the Science & Technology City began on Nov.30, 2009 by the bank of Qingshan Lake. Designed as a high-level platform for innovation and integrating R&D, application, industrialization with service, this multifunctional City is soon to become a gathering place for advanced technologies and their related industries. From here, we spread the seeds of innovation.
The planned area of the Science City is 115 square kilometers with four interdependent zones. R&D Zone is a 5-square-kilometer area for scientific institutions and their talents. It strives to build a technological innovation center combining the functions of R&D, conception, venture capital and property-rights transaction. The Science City is well planned with wide thoroughfares. Arrangements such as a buried electrical network, ample green space, environment-friendly facilities, wireless-broadband networks, Internet of Things, cloud computing, “Triple Play” and a smart grid ensure a “smart city” that favors enterprises. Now, the Science City is under the institutional leadership of many domestic and foreign institutes, e.g. the University of Hong Kong, Chinese Academy of Science, Zhejiang University and Xi’an Jiaotong University.
Industrialization Zone, covering an area of 40 square kilometers, is a base for the application and industrialization of scientific and technological achievements. Our intensive focus is on the cultivation of new strategic industries concerning the manufacturing of high-end equipment, new materials, new energy and new information technologies. Currently, over 100 firms have settled down in the Science City. Among them, there are 26 high-tech provincial enterprises, 6 listed companies, 2 academician workstations”, 5 “post-doctoral workstations” and 21 provincial and state-level corporate R&D, technology centers.
Within the 25-square-kilometer Service and Residential Zone, you can see five-star hotels, top-grade office buildings and high streets. We intend to build this zone into a center of international business, recreation and shopping. On the two sides of the main road, a land area of 35 hectares is for accommodating corporate R&D headquarters of Zhejiang entrepreneurs, high-tech SMEs, service industries in the fields of venture capital, finance, accounting and law. The basic building blocks of the complex are office buildings. Firms can choose to construct on their own or to move in after our systematic construction. There will be exhibition halls for the display and exchange of new technological discoveries. In the meanwhile, apartment complexes, comprehensive hospitals, international bilingual schools and passenger transportation centers will soon be in place to provide all-round daily services to residents.
Ecological Leisure Zone is designed to meet the recreational need for travelling taking the advantage of our close proximity to the renowned Qingshan Lake.
The Qingshan Lake Science & Technology City has been included in the provincial key strategies as a major project to innovate and modernize Zhejiang Province. Zhejiang provincial government, Hangzhou municipal government and Lin’an district government have all unveiled supporting policies. For example, the government will allot RMB 100 million funding annually for scientific researches. Institutions and universities are encouraged to apply for the funding to establish R&D centers and high-tech enterprises. Residing institutions and high-tech firms are subject to at most RMB 30 million for every eligible project. Internationally leading talents or teams in innovation will be granted more than RMB 10 million after recruitment, over RMB 5 million for domestically famous ones. Start-ups with projects accredited as Category I can get a financial support up to RMB 6 million after corresponding procedures of registration. What’s more, scientific staffs in the Science City are entitled to individual assisting services from Committee members.

The construction of the Qingshan Lake Science & Technology City is in full swingr. By the end of 2015, there will be over 50 research institutes, 50 corporate R&D headquarters of Zhejiang entrepreneurs, 50 intermediary science service organizations, more than 10 innovative teams and 20 venture capital investment institutions. Our goal is to become a state-level high-tech industrial development zone and a demonstration area for independent innovation, exceeding a sales valume of RMB 80 billion. After 10 years or more, we hope that the Qingshan Lake Science & Technology City can become the hub of scientific innovation and its related industrialization in the Asia-Pacific region featuring high concentration of scientific resources, technological innovation, high-tech enterprises, and low-carbon technologies.
