中国基础教育存在的主要问题
第一,教师的知识水平和知识结构不合理。在相当一部分地区,教师学历只能用“勉强”来表述,特别是一些教育落后的地区,有一部分教师是由民办教师转制而来的,或由中师函授获得的学历,甚至还有代课教师现象存在,基本学历不合格,教师的知识广度、外语水平、计算机水平、现代教育技术应用能力等都未能达到应有的水平。同时,教师的知识补充不及时,现代社会的日新月异,使得知识的更新速度大大加快,然而有的教师在具体的教育教学过程中,缺乏业务素质学习,特别是自身的教育科研能力、创新思想观念和心理辅导能力的培养以及教育教学理论的学习欠佳。
第二,教育理论与实践脱节。教育理论来源于教育实践并反作用于教育实践,教育理论必须服务于教育实践已是一个不争的事实。教育理论无论怎么先进,如果不被消化应用,则可能导致这些先进的教育成果束之高阁,不能发挥其应用价值。首先,从源头上来看,我国的基础教育研究的力量不强,有关教育科学著作在数量上虽有所增加,但精品、上品不多,并有相当的一部分教育著作只是将国外的先进教育思想进行翻译,研究的内容重复、雷同、陈旧,脱离社会经济与教育的发展,教育研究理论脱离学校的教育实践。其次,教育理论的传播渠道不畅,教育科学的宣传不力,影响我国目前教育理论对教育实践的有效指导。教育理论专著、教育学术杂志发行数量少,读者群狭小,影响教育研究的传播面。

Major problems of the fundamental education in China
Firstly, the level and the structure of teachers' knowledge are not qualified. In many areas, the academic background of the teachers can hardly be qualified for the teaching, especially in some areas where the education is backward, some teachers used to be citizen-managed teachers (teachers in rural citizen-managed or state-managed schools who do not receive the normal remuneration from the government), or obtain the academic degree through the instruction by correspondence, and there are even substitute teachers whose basic academic background is not qualified at all. In all, the knowledge breadth, foreign language proficiency, computer level and the application ability of modern education technologies of the teachers haven't achieved the standard level. At the same time, the supplement of teachers' knowledge is not prompt enough. The fast development of the modern society leads to the great speeding up of the renewal of the knowledge, however, during the practical process of educating and teaching, there are some teachers who lack the ability of cultivating their professional qualities, especially that of teaching and scientific research, what's more, they are not good at innovating the thought, improving the psychological counseling ability and learning theories of educating and teaching.
Secondly, the education theories come apart from the practices. It has been generally acknowledged that the education theories originate in, react at and must serve the education practices. No matter how advanced the education theory is, it would also be put aside without displaying its application value if being not digested and applied. First of all, as far as the source is concerned, the researching ability of the fundamental education in our country is not great. Although there is certain increase in quantity of the works in education and science, there is only a small number of works with good-quality, of which a considerable amount is the translation of the advanced education thought abroad, whose researching content is repeated, identical and obsolete, separating from the development of the social economy and the education. Secondly, the dissemination channel of the education theories is impeded, and the propaganda of education science is not efficient, which pose negative influence in the effective instruction of the current education theories toward the education practices in China. Moreover, the publishing quantity of monographs on education theory as well as academic magazines of education is quite small, being with a narrow scope of readership, which affects the dissemination width of educational research.
