译文: The study of finance feasibility should be conducted with the study of land acquisition at the same time.The study will provide the general framework of acre development, some financial information used to confirm the cost of the project and whether it profits or not as well. Developers should first hire engineers to carry out preliminary analysis of the acre so as to determine the cost of infrastructure construction(involves water supply, drainage,road etc).They'll meet architects/planners afterwards and design the scheme of preliminary planning for the developing project according to market research and the natural layout of the land. Having obtained the preliminary plan of the project,developers and their professional team(architects/planners,engineers,accountants)can be able to work out the project budget and consider ways of financing for the project.Loaning from credit institutions will be the top priority for most developers. They should determine to invest with their own funds or as a joint venture with other shareholders due to the asset rights required by most creditors. However, except in the case of bridges, which are often considered to be pure engineering, it is usually the architect who gets credit for the creative idea. According to the conventional wisdom, it is the architect who first sketches grand plans and facades, and the engineer who calculates what beams and columns are needed to make the artistic concept work. Even for plans never realized, architectural drawing can take on a life of their own and be the subject of art shows, but the blueprints of engineers are seldom seen outside the design office or construction site. Engineers curse architects who conceive buildings that require extraordinary contortions of heavy concrete and steelwork to execute; architects look down on engineers whom they accuse of lacking the structural creativity to solve unusual problems or the willingness to let their imaginations soar.
