我国发达地区产业转移具有重大的意义和作用。第一，能最大化地利用资源。我们能保护发达地区的资源同时开发利用不发达地区资源。第二，能保护发达地区的环境。因为发达地区在发展时利用了大部分的资源，并且污染了环境。因此，我们应该实行产业转移，由发达地区转移到不发达地区发展，从而达到保护发达地区环境的目的。第三，加速不发达地区的经济发展。在不发达地区有丰富的劳动力资源与自然资源，我们可以利用它们实现产业结构的优化，提高技术在产业转移进程的含量，扩大产业，从而令不发达地区的经济大大增长。第四，向不发达地区输送科学技术。这样，整个社会就能实现政治持续稳定，社会进步，经济繁荣的局面 |

First, optimizing the allocation of resources. We can protect the resources in the developed areas while exploit the resources in the developing areas.
Second, protecting the environment in the developed areas. Since the developed areas expoit most of their resources and release much pollutant, we should transfer some industry projects in the developiing areas in order to proctect the environment in developed areas.
Third, accelerating the economic development in the developing areas. With so much abundant labor and natural resources in these developing areas, we can make full use of them to optimize the industry structure, improve the technology used in the development, expand the size of the industry. By doing these, the developing areas will make great progress in the economic growth
Fouth, importing advanced technology to the developing areas. So the society as a whole can enjoy the continued political stability, social progress and economic prosperity.
