一个区域的基础设施建设，是提升城市载体功能，优化投资环境的基础。1994年至2008年，滨海新区共开工建设基础设施项目557项，竣工514项，完成投资1804.6亿元。2009年预计将完成投资1150亿元。
The infrastucture is the prime mover to urban support facilties and the basis of improving investment environment. From 1994 to 2008, Binhai was open to 557 infrasturcture projects, and among them 514 was completed. They altogether have drawn an investment of 180.46 billion yuan. An investment of 115 billion yuan is to be expected in 2009.
滨海新区在道路交通方面加大投入力度，计划建设工程项目177个，总投资2257亿元，至今已完成道路整修170条，道路整治长度达500公里。 蓟港铁路、黄万铁路、津滨轻轨和唐津高速、津滨高速、京津高速、津晋高速、海滨大道等连接区内外的重点工程全部竣工。按计划，到2010年初步形成由高速公路、快速路和城市干道构成的“十四横八纵”的骨架路网。
Binhai has strengthen its efforts on road traffic. It plans to invest 225.7 billion yuan on 177 projects. Up till now, 170 roads with a total length of 500 kilometers have been repaired and renovated. Projects linking Binhai to the outside like Jigang Railway, Huangwan Railway, Jinbin Light Rail, Tianjin-Tangshan Highway, Tianjin-Binhai Highway, Beijing-Tianjin Highway, Beijing-Shanxi Highway and Hanbin Boulevard have all been finished. As planned, by 2010 an improved road network comprising highways, expressways and urban maim roads is to be formed.
滨海新区拥有吞吐量居世界第五位的综合性港口天津港，这个中国最大的人工海港，是我国对外贸易的重要口岸。目前，天津航道等级达到25万吨级，可以接卸所有进入渤海湾的船舶，同180多个国家的400多个港口保持贸易往来，年集装箱吞吐量达到900万标准箱。人工填海造陆形成的东疆保税港区，将成为中国开放度最高的自由贸易港区。
Binhai claims Tianjin Port, the world’s fifth largest port in terms of volume handling capacity. The port is China’s largest artificial port and an important venue for international trade. Grading of waterways in Tianjin has reached 250 thousand-ton class. It can accommodate ships of all sizes. The port struck trade relations with over 400 ports in more than 180 countries. It can handle a total nine million containers annually. Dong-jiang Bonded Port Area created by manually-filling sea area is to become the openest free trade port area.
天津滨海国际机场是中国大型现代化机场之一，可以同时停放各类飞机84架，现有航线71条,通航国内外城市57个。天津机场还是国内第四个实现双跑道独立运行和目前国内唯一实现客运货运双区运行的航空港。
Tianjin Binhai international airport can hold 84 planes at the same time. It has 71 airlines reaching 57 cities home and abroad. The airport is also the fourth in China to have two runways running independently and China’s only airpot to have separate areas designated to passengers and goods transportation.
2. “三高”主任 Three-high directors
十几年前，《人民文学》上曾发表过一篇题为《冬绮之奇》的报告文学，说的是天津的一位女强人李冬绮凭借着专利发明和出色的企业管理被评为首届“中国十大优秀发明企业家”的事。而退休之后本该享享清福的她，却又当上了河西区广顺园业主委员会和居委会的义务主任，十一年的无私服务，让她成为了居民们心中的好主任。
A dozen years ago, People’s Literature published an article called Dongqi’s Miracle. It featured a woman called Li Dongqi. She was elected as one of the top ten excellent innovative enterpreneurs in China for her patents and outstanding corporate governance. After retirement, she was elected as the directors of proprietor committee and residential committee of Guangshunyuan in Hexi District. 11 years of dedication has earned her a good reputation among the residents.
去年7月，河西区永安大厦供水主管道爆裂，造成整栋大厦停水。由于迟迟未能修复，居民们的用水成了大问题。大厦的一楼每天都会排起长长的打水队伍。这时作为居委会主任的李东绮出面与房屋所有方进行交涉并很快解决了问题。其实，李冬绮只是居委会的义务主任，而且她在社区里还有一个外号——“三高”主任：学历高，研究生毕业；职位高，退休前是合资公司的总经理；年龄高，72岁。由于她办事认真、能力强，居委会的工作人员都非常信任她。
Last July, water supply pipes in Yong’an plaza were broken, resulting in a water shortage of the whole building. Not fixed in time, the problem has caused great inconvenience to the residents. It was Li Dongqi who negotiated with the responsible parts and solved the problem. Li was actually a voluntering director and nicknamed as three highs: high in academic achievements, high in position before retiring and high in seniority. She was competent and highly trusted by her colleagues.
其实当上这个主任李东绮从来都没想过。1998年，退休后的李冬绮搬进了广顺园社区，当时的小区还没有居委会和业主委员会。很多居民反映暖气不热而拒交物业费，业主和物业的关系一时间很紧张。当时物业就找到了李冬绮，请她去调查调解此事。凭借着自己的专业知识和几十年的工作经验，李冬绮调查发现是供暖不足的原因在供热站，而不是物业的责任，居民们就都补交了物业费，供热站也承诺解决问题。因为这件事的圆满解决，李冬绮被居民们推举为业委会主任。从此退休的她就没有再闲下来。她在家里还专门设了一间办公室接待居民们。
Li Dongqi had never expected such a title. After retiring in 1998, Li moved to the Guagshunyuan community without a proprietor committee or a residential committee. Many residents there refused to pay heat bills because it was not hot enough. There existed a high tension between the proprietors and property management. Li was then sought to solve the problem. After a thorough investigation, Li found the problem lied in heat supply station. The residents were then persuaded to pay the bills and the station promised to deal with it. Li was then elected the director of proprietor committee. She was since then occupied with this job and transformed one of her rooms into an office to solve the residents’ complaints.
2005年李冬绮又被大家推选为居委会主任，管辖的社区也增加到了五个，而不变的就是她这个主任仍然是义务的。偏偏就在这时，儿子的一场病，给了她和家庭巨大的压力。她犹豫着要不要辞去居委会主任之职。周围知道情况的居民们都说，你可不能不干啊，而且主动提出要来她家里帮忙。也许出于感动，也许是出于责任，终究，李东绮还是没把辞职信拿出来。而在居委会和居民们的帮助，李冬绮也度过了难关。现在，年过七十的她依然在社区里忙碌着。
In 2005, Li was elected the director of residential committee and had five communities under her hands. Unfortunately her son’s sudden grave illness exerted great pressure on her family. She was thinking of resigning the post. Learning about her circumstances, the residents reached out their helping hands. Qiuite moved or on a duty’s call, Li Dongqi decided to remain on her job after all . Thanks to the committee and the residents, Li tided over the difficulties. Over her seventies, Li is still busy in service to the community.

2. “三高”主任 Three-high directors
十几年前，《人民文学》上曾发表过一篇题为《冬绮之奇》的报告文学，说的是天津的一位女强人李冬绮凭借着专利发明和出色的企业管理被评为首届“中国十大优秀发明企业家”的事。而退休之后本该享享清福的她，却又当上了河西区广顺园业主委员会和居委会的义务主任，十一年的无私服务，让她成为了居民们心中的好主任。
