8.) 安全与健康
安全与健康文件 须将安全与健康项目添加到所有相关文件中,例如:摩擦压砖机成型,液压机成型,模具工作范围,等等。
明确防火负责人 在打卡处设立一块告示板,每班次的防火负责人须上班前把名字签到上面。
动火许可 2.动火许可,每次动火作业都应该有动火许可,并且在保卫处留存一份,以便发生火灾的时候能及时赶往出事地点。
9.) 实地检查 1. 铁托盘上的数字应清晰可见
2.4#压砖机的地下室:a楼梯口处应新设置一架子,用于放置灭火器。b严禁在地下室吸烟.
c.地下室中清除所有非生产必须品。d 在地下室中放置气瓶是非常危险的,应立即移走。 3. 压砖表格应该插入一“检查时间”列,压砖工人应每隔1小时检查一次,也应对于压砖时间不足一小时的小订单进行检查。

They fill "ok" or "not ok" in the foaming result form.
Change "ok" or "not ok" into "foaming" or "no foaming".
7.) Palletizing Daily record
Add an item in the Palletizing Daily record, named "marking", when fill this record, the brick marking of each pallet should also be record.
8.) Safety and health

Should add the safety and health part into all relevant documents. Such as: Pressing of bricks on friction press, Pressing of bricks on hydraulic press, mould area, etc.
Define the responsible person of fireproofing
Set an notification board at punching machine location, every fireproofing person of each shift should sign his name on it.
Hot work permit
The workers who will do the hot work should fill in a hot work permit before working. And leave a copy form at doormen's room. So that others could found the certain place as soon as possible once the fire accident happens.
9.)On site checking
1. Number on steel pallet should be obvious.
2. The basement under PR4: a) fire extinguisher should be fixed in a shelf on the wall near the stair. b) Forbidden smoking in the basement. c) Remove all the unnecessary things from basement. d) It’s very dangerous to put a gas bottle in basement, must remove immediately。
3. The pressing form should be inserted a column of ‘checking time’. The press worker should check the dimension every one hour or Each small order not enough for pressing one hour.
4. The plate stick on material bucket should be well designed into form format, which easily to see all the basic production information such as recipe, mixing time, etc
5. Production tools should be put in an order way after production work.
6. The gas bottle in QA sample cutting area should be well organized, in order to prevent potential risk.

出售特别废弃材料的规定(招标)
对于其它合同中包括的定期废品的出售不适用于本规定。
1.各个部门经理要定期对其负责区域内的报废材料作报废鉴定并列出报废品清单。
2.报废材料通常是由于超出使用期限,生产范围变更使原料不能再被使用,材料不符合规格或损坏等原因造成的。
3.部门经理在SCM经理和财务经理(他们之后可以申请适当的贬值和办理财务事项等相关事宜)的协助下需要说明报废材料的状态(如在SAP 中的库存、资产、自由库存等)。
4.部门经理负责填写废品出售审批单,并注明报废原因及建议的最低售价。
5.注有议定最低售价的废品出售审批单需经总经理/副总经理签字审批,生产材料需生产经理签字审批;固定资产,设备及备件需维修电器部门经理签字审批。
6.议定的最低售价必须对所有相关人员严格保密。
7.SCM 经理负责发布出售物品的招标公告。为了吸引尽可能高的投标价格,SCM 经理有权决定是对内招标(通过告示板)还是对外招标(通过报纸刊登招标广告)。招标有限期在公告发布之日起四周之内。
8.SCM 经理负责向潜在的投标者提供所出售物品的状况及规格等相关信息,部门经理协助完成。
9.SCM 经理或指定人员根据公告规定,在招标截止日期前接受密封招标书,标书内需清晰注明投标货物名称,投标价格(人民币),投标人签名。
10.SCM 经理负责记录接受投标书的日期,时间,投标人姓名,身份证号,永久住址,电话号码,并保留具有投标人签名的身份证复印件。
11.招标截止后,必须至少有三人(总经理/副总经理,SCM经理,财务经理,生产经理,维护电器经理)在场,方可开启标书。

14.当取得的售价低于预期的最低售价时,该物品将不被出售。
15.如果投标者放弃投标,在第二高价投标者的价格高于最低预期售价的情况下该物品将出售给第二高价投标者。
16.在投标者被通知中标之前,辽宁奥镁有限公司有权撤销任何招标项目且无须做任何解释。
17.如果两个投标者的投标价格均达到此次投标的最高价格,则根据接受标书记录,该物品将被出售给先递交标书的投标者。
18.中标者在运走物品之前须先去SCM部门领取正式的付款表格,然后去财务部门结算货款。
19.部门经理和SCM经理需要确保移交给中标者的货物已按售价付款,及货物的正确性和数量,财务部门负责接收废品款项的人员须提供给中标者正式的付款收据,中标者将拿此收据到SCM部门领取辽宁奥镁有限公司的出门证。
20.中标者在被通知中标的一周内须将中标物品的账目结清并自行运走竞标物。
21.辽宁奥镁有限公司的员工竞标和外部人员竞标遵循同样的竞标原则。
有下列情况之一者将不允许参加投标:
1.参与招标及审批过程,知道最低售价的相关人员不能参与投标。
2.投标人不愿意或不能够提供投标所需要的信息且不遵守投标规定的。
3.放弃过有效投标者。

Regulation on selling extraordinary waste materials (bidding)
All material which are covered by other contracts for regular waste sales are not covered by this regulation.
1. Every department manager is responsible to identify and specify materials that have become useless in regular intervals for the material within area of his responsibility.
2. Reason for useless materials are expired lifetime, cannot be used anymore due to scope of production has changed, material is out of specification or broken.
3. The department manager has to clarify the status of the material (on SAP stock, asset, free stock) with the help of SCM manager and Finance manager – who can apply later the appropriate devaluation and financial transactions.
4. The department manager will fill in approval form for selling out material, with reason and suggested minimum expected selling price.
5. The approval form with agreed minimum price need approval with signature GM/DGM with production manager for production materials or with M&E manager for assets, machines and spare parts.
6. The agreed minimum selling price has to be kept strictly secret between all related persons.
7. The SCM manager makes the bidding announcement which materials are going to be sold. He will decide to announce it internally (board) or externally (via news paper advertisement) in order to attract highest possible bid. The bidding closing time shall not exceed 4 weeks from announcement.
8. SCM manager will provide information about condition / specification of goods to potential bidders. Department managers will support this process.
9. SCM manager or a named backup can receive bids in sealed envelops before the bidding closing deadline according to the announcement. The bid inside the envelope has to name the good clearly, the bidding price in CNY and it has to be signed by the bidder.
10. The SCM manager has to keep a record of the received bids with date and time of receiving, name, ID card number, permanent residence, telephone number. A copy of the ID card with signature of the bidder will be kept.
11. The bids will be opened after the bidding closing time in presence of at least 3 people (GM/DGM, SCM manager, Finance manager, production manger, M&E manager).
12. SCM manager will summarize the bidding result and the managers present during opening the bidding will sign this document.
13. The selling goods which achieve a price higher than the expected selling price will be offered to the highest bidder via telephone, email or other suitable communication method by SCM department. Any valid bids that are received by RHIL are considered as binding. In case a bidder retreats from single bidding item or the whole bid, he can be excluded for any future bidding.
14. Goods that do not achieve a price higher than expected minimum price will not be sold.
15. If bidder retreats from a bid, the goods will be offered to the 2nd highest bidder in case price is higher than minimum expected selling price. RHIL has the right to withdraw any bidding item without giving any reason before the bidder is informed about the highest bid. In case 2 bidders bid the same highest price, the one who handed in his bid firstly according to the bid receiving record will be offered the goods.
16. The bidder has to settle the selling price before he can take away the goods from RHIL with the finance department. The bidder should go to SCM department to get official form for payment before going to FI department.
The department manager and SCM manger have to make sure that the selling price was settled and that the right goods and the right amount of goods are handed over to the bidder. The clerk of FI who responsible for receipt the payment of waste fromthe bidders should provide the official paper of receipt of payment, the bidder will take it and back to SCM department to get the official paper for leaving RHIL’s gate.
17. In every case the bidder has to take care about transportation for the bidding goods and shall settle accounts and remove goods within 1 week after being informed about the bidding result.
18. RHIL employees as bidders and out side bidders are treated by this regulation in same way as long as the regulation is followed.
Following items will exclude bidders::
1. Persons who are involved in the bidding and approval process and therefore know the minimum selling price are not qualified for the bidding.
2. Bidders who are unwilling or unable to provide the required information and do not follow the bidding regulations。
3. Retreat from a valid bid.

摘 要
真空熔烧涂层作为表面涂层技术的一种,对于改善材料的性能起到了良好的作用,所以对真空熔烧涂层进行研究具有十分重要的意义。
本文采用真空熔烧的方法在45#钢的基体上制得不同MgO/CeO2添加量Ni-WC复合涂层试样,利用光学显微镜、扫描电镜和能谱仪观察了涂层的微观组织形貌、WC形貌以及涂层与基体、Ni基与碳化钨之间元素扩散情况;利用洛氏硬度计、显微硬度计检测了试样的表面洛氏硬度和纵截面显微硬度;并且通过实验检测了试样的抗拉伸性能,结果表明:
(1)MgO/CeO2为添加剂的真空熔烧涂层基体和涂层之间结合良好,存在明显的熔烧带过渡区,过渡区上存在大量元素的扩散,而且Ni基相与碳化钨之间元素扩散明显;适量MgO/CeO2的添加有效地减少了涂层中的气孔、夹杂等缺陷,细化了涂层中硬质相WC的晶粒尺寸,使其分布更加均匀,本实验中当MgO/CeO2添加量为0.8%时涂层质量最好。
(2)MgO/CeO2复合添加剂阻碍了母材Fe原子对涂层的稀释作用,而且产生很多畸变区 形成原子团,促进了第二相的形核、沉淀并析出新的合金化合物。
(3)添加0.8%MgO/CeO2时细化了碳化钨的形貌,使分布均匀,有效地提高了表面硬度及显微硬度,表面硬度达到了71,显微硬度最高达到了920HV。
(4)未添加任何氧化物的涂层与添加MgO/CeO2、 MgO、CeO2相比较,结果如下:
1) 添加MgO时涂层碳化钨形貌细碎,分布均匀,但是碳化钨与Ni基的元素扩散不佳,结合处熔烧带比较窄;添加CeO2时熔烧带变宽,但是,碳化钨分布稀疏,碳化钨与Ni基的元素扩散也未得到改善;当添加复合添加剂MgO/CeO2时不仅结合强度好,而且碳化钨细碎,与Ni基相的元素扩散大大提高,合金元素与碳化钨的分布也较均匀;
2) 添加MgO/CeO2复合添加剂时表面硬度比添加MgO、CeO2时提高HR11左右,显微硬度提高100HV左右;

Abstract
Vacuum fused coating as one of surface-coating technologies makes good effect on improving properties of the material. So there is very important significance to do some researches on it.
Made Ni-base alloy tungsten Carbide composite coating of different MgO/CeO2 quantity on 45# steel matrixes steel by the way of Vacuum fused. The coating’s microstructure and the morphology of WC were observed by Optics Microscope (OM) and Scanning Electron Microscope (SEM), The elements diffusion on the fusion band which concerning with Ni-WC were checked by Energy-Dispersive Spectrometer (EDS); The Rockwell hardness of coatings’ surface and micro-hardness of coatings’ longitudinal section were measured by Rockwell hardometer and micro-hardness instrument, and the resisting draftability had been measured by the test too. The results showed that:
(1) There is obvious transition region between coating and matrix steel with addition of MgO and CeO2 , it is bond very well;There are many elements diffusion on transition region, and diffusions between Ni based and WC is the most obvious, The defects of porosity and impurity had been reduced. WC in the coating had been more refined, and its distribution become more and more uniform by adding proper quantities of MgO/CeO2. In this paper, when the quantities of the MgO/CeO2 is 0.5 %, the quality of the coating is the best
(2) The additive of MgO/CeO2 prevent the Fe atomy of the base metal from dilute the coating . It could bring lots of aberrance area ,then become into radicel , so conduced the nucleation of second phase ,then deposit and separate out new metal compound.
(3) The morphology of WC had become more refined and well distributed , when put into 0.8% MgO/CeO2, the surface hardness and microhardness had been
improved. The surface hardness could reach 71,and the microhardness reached 920HV.
(4) The coating that contents nothing compared with the ones which contents MgO/CeO2,MgO and CeO2 have the following results:
1) When the additive is MgO ,the WC could well distributed and the morphology become more refined, but the diffuse of WC and Ni based not very good, the fused band is narrow. When the additive is CeO2, the fused area become more wide. But there is less WC , the WC and Ni based can’t distributed as well. When add MgO/CeO2 into the coating , it become more and more bond and refined , not only Ni based but also the metal element and WC ’s distribution had been improved .
2) As to the surface hardness ,the coating which contents MgO/CeO2 is HR11 more than the coating contents MgO and CeO2. Furthermore, the microhardness has been increased 100HV .
