1 The State Department has recently proclaimed the ordinance of the Environmental Impact Assessment planning，which will be put in force on October 1 in 2009.The officials from the Legislative Affairs Office of the State Department have said that， the regulations are in place to prevent environmental pollution from the source，while the environmental assessment of the regional watershed planning should be done。And the planning authorities are the main responsibility for environmental impact assessment，which have also made regulations on the content，gist，the specific form and the public participation of the evaluation。
And the evaluation of the content should be specially focused on the possible entire impact on the correlative regions。Besides，the decisions should be made on the basis of the conclusion of the complete evaluation。
Moreover，the ordinance also prescribed the finished projects which have a great influence on the environment must be followed by further evaluation。The Ordinance also approved the establishment of a regional system of limited let of contamination，which means to put a limit on the number of projects having an exceeding discharge of the major pollutants within the regulated area，by means of suspending to examine and approve the new constructive programs。
